Answer: 

The current version of Time Tracking for Confluence cloud requires access to the browser's "local storage" to function. We use local storage for saving user preferences such as preferred time zone and preferred date and time formats.

Due to a bug in the app, when local storage is disabled, the modal does not show at all. This will be fixed in the next release.

To enable local storage for Time Tracking for Confluence cloud in Chrome:

  • Scroll down to "Your device use"

  • Select "Allow"
