No. Pausing tracking, is an individual user setting that only pauses tracking of the current user, when viewing issues.
It does not pause the tracking of comment, resolution and other issue events.
If you would like for a certain user to not be tracked, you can use the "tracked groups" option in EasyTime Settings (See more info: EasyTime Configuration), that controls which groups of users have time automatically logged for them by EasyTime.
