Yes, as long as your mobile device can connect directly to the Domain Controller. Generally, customers have used a Virtual Private Network to achieve a direct connection to the Atlassian product and the Domain Controller.
If you want to crack down and only allow access from a certain type of mobile device or a certain type of operating system then you can do that too.
